ERI

The ERI (Electronic Reporting) system is a system of Electronic Ship Reporting, responsible for the two-way electronic exchange of information about the ship’s cargo and voyage between the ship and the RIS Centre, as well as with the help of International Data Exchange (IDE) between different RIS Centres. These reports are collected by the RIS Centre, which makes it possible to significantly supplement the strategic image of traffic in the RIS Centre.

Standardization of the ERI service is carried out by the RIS Expert Group. The standard distinguishes four types of messages:

 

  • ERINOT (Electronic Reporting International Notification Message);
  • ERIRSP (Response Message);
  • BERMAN (Berth Management Message);
  • PAXLST (Passenger List Message).

 

The ERINOT message shall be used for the transmission of voyage information and information on dangerous and non-dangerous goods carried on board ships traveling on inland waterways. The message in the ERINOT standard includes three types of messages:

  • VES – vessel transport notification from ship to mainland;
  • CAR – notification of transport by the carrier to the authorities from mainland to mainland;
  • PAS – notification of one authority by another authority about the passage of the vessel.

The ERI – ERISP return message is generated, for example, by the RIS Center to confirm that the competent authorities have received the ERI message sent by the ship and can also serve as an acknowledgment of receipt. It is recommended that the receipt of each ERINOT message be acknowledged by an ERIRSP message.

Message regarding notification, call, maneuvers of ships in the port BERMAN combines the Pre-Arrival Notice and the corresponding general declaration into a single notification. In the case of inland navigation, vessels shall send a BERMAN message before entering or leaving the marina or port, providing information on the time of entry into the port and the services necessary to ensure efficient handling in order to support procedures and facilitate inspections. Additional required services that should be provided at mooring can be listed in the BERMAN message. The required elements of information are the estimated time of arrival (ETA) at the point of entry and, if necessary, the point of departure, and the previous ports at which the ship called.

 

The PAXLST message is used for the exchange of data in inland navigation between the captain or carrier and a designated authority such as: ISPS terminal, customs, immigration service, police. This message is also used for the transfer of passenger/crew data from designated authorities in the country from which the ship departed to the appropriate authorities in the ship’s destination country.

The RIS Odra center is ready to receive ERI messages, but due to legal restrictions it is currently not used. The RIS Pilot Implementation practice has shown that the CCTV video surveillance system and the VHF voice communication system can also play an important role, especially when the ERI system is not used.
